
Mr. Nkomeza Emmanuel is the Senior HR & Operations Professional with a Master’s in Human Resource Management, Bachelor’s Degree of Public Administration & Good Governance and laws with over 16 years of professional experience from International NGOs offering progressive leadership experience in Human Resources and Administration, Operations, and project management, supply chain management, logistics, office management, assets management and IT. Emmanuel is armed with leadership capabilities in determining organizational and professional needs. He is experienced in recruiting for proposals, on-going projects, experienced in project start-up. Implementation and close-out. He has been working with projects funded by different Donors including but not limited to: USAID, EU, Partners in Conservation, Netherlands Funding.
Since Oct 18, 2022 – now; Emmanuel is serving as the Chair of HR/ Finance TWG of NINGO Network in Rwanda.
May 1, 2023 – current – Emmanuel serves as the Country HR & Operations manager at the Netherlands Development Organization. As the Country HR & Operations Manager, Emmanuel is a member of the Country Senior Management Team and works closely with the Country Director to ensure timely and compliant implementation of HR, Compliance, Procurement and Contracts, IT, Security and Safety, Administration and Logistics Operations.
Since October 1, 2018 – April 30, 2023, Mr. Emmanuel served as Senior HR & Operations Manager for IntraHealth International / USAID’ s Ingobyi Activity, where he oversees the HR & Operations Department. He is a member of Senior Management Team (SMT) and he is responsible for performing HR related duties on a professional level, oversee the operations for the country office, in charge of INGO registration & annual reporting process and work closely with the headquarters HR & Operations team to ensure the country office is complying with existing policies and procedures.
Prior to USAID ‘s Ingobyi Activity, Mr. Emmanuel worked at Jhpiego – USAID’s MCSP as HR Manager. Rwanda’s MCSP aimed at reducing child and maternal mortality through increased coverage and utilization of high-impact low cost reproductive, maternal, newborn, and child health (RMNCH) interventions and innovative new approaches and to strengthen the capacity of the Ministry of Health (MOH) to manage and scale up high-impact RMNCH interventions. Emmanuel Nkomeza served as the HR Manager for MCSP and other Jhpiego-led programs in Rwanda. He was a member of Senior Management Team and provided leadership management of the overall provision of HR services, policies, and programs in Rwanda.
Previously, Mr. Emmanuel worked at The International Rescue Committee (IRC), as Operations Manager, where he was a member of Senior Management Team focused on overseeing the HR, Administration, Fleet Management, Supply Chain Work, Security & Safety, and IT and served as office operations focal point & Compliance Focal Person.
Before IRC, Emmanuel worked at The Dian Fossey Gorilla Fund International for 8 years, Heading HR Section, where he implemented practices and activities of the Human Resources Management (HRM) Office, providing a full spectrum of HR services and programs linked to short and long-term organizational needs and objectives. He worked closely with the organizational Corporate Country Leadership Team/s to support the achievement of organizational mission, goals, and objectives through the development, implementation, and management of activities to deliver HR capacity and infrastructure across projects represented in Rwanda.
